You know those countries where there are a lot of
begger, dont you?
Even they have atomic bomb, they are far from respected.
Same as it is.

You should think and act the warm countermeasure
toward them.
They are not the idle originally.
They worked in young age.
But their body became old and hurts.
Some became empty brain.
There are no job for them.

I strongly suggest you that you, the governer should
offer the bath, clean wear, and the food, at least.
Contrary, you should demand them to clean the roads,
passes where they stay.

No training, no dormitory is necessary, if it takes long time to 
decide it.
Just offer clean and sanitary condition and foods immediately.

Do you understand? Men of Civil? Governer? Writer?

Whithout that policy, you are despised.
